The CFSC Student Manual

The CFSC student handbook is the RCMP's own textbook for the Canadian Firearms Safety Course. The official copy is free from the Government of Canada Publications catalogue, where the newest edition is the 5th, dated 2014.

A closed plain hardcover manual with reading glasses resting on it, on a wooden desk by a window in warm afternoon light.

Three steps get you the book.

  1. Open the 5th edition PDF at Government of Canada Publications.
  2. Click through the archived-web notice. It carries a "Continue to publication" link.
  3. Download the PDF. About 11 MB, 355 pages, no charge and no login.

Where to find the official copy of the manual

The newest official copy is the 5th edition, dated 2014. Its title page reads "Canadian Firearms Safety Course Modules: Student Handbook, 5th edition", with "ISBN 978-0-660-19947-4" and "Catalogue no.: PS99-2/ 1-1-2014E". The same PDF also carries the restricted-course handbook. Checked September 30, 2026.

The earlier 4th edition from 2008 is still listed as catalogue record 9.697512. On September 21, 2026 that record served:

Clicking the file link lands first on a page headed "Information Archived on the Web" with a "Continue to publication" link, then the PDF. The file that arrives has 273 pages by the reader's count, against the catalogue's 271. Its PDF title is "Canadian Firearms Safety Course 2008". Its title page reads "Canadian Firearms Safety Course: Student Handbook - 4th edition" with "ISBN 978-0-660-19826-2" and "Catalogue no.: PS99-2/2-2008E".

On rcmp.ca itself, the safety courses page (modified October 23, 2024) describes the course and its topics. It did not link a copy of the handbook when checked September 21, 2026. The catalogue is the government copy. Third-party mirrors are not linked.

Is the CFSC manual a free PDF, and in which languages?

The CFSC manual is a free download in English and French, from the Government of Canada Publications catalogue. No fee, no account, no form in the way. The French 5th edition has its own record, titled "Cours canadien de sécurité dans le maniement des armes à feu", catalogue number "PS99-2/2-1-2014F-PDF", "368 p.", "5e éd.", served as "PS99-2-2-1-2014-fra.pdf (PDF, 12.89 Mo)". No third language is listed. Checked October 17, 2026.

The CFSC student handbook

The CFSC student handbook is the RCMP-published reference text. A student works through it alongside classroom instruction. The 5th edition describes itself on page 20: "This book is an essential part of the course. The other parts are the classroom lessons and practical exercises given by the instructor. Together they will help you learn how to safely handle firearms." Read from the catalogue PDF on September 30, 2026.

Publisher, in the catalogue's words: department "Royal Canadian Mounted Police.", imprint "Ottawa : Canada Firearms Centre, Royal Canadian Mounted Police, 2008." Inside, the copyright line is Crown copyright "as represented by the Royal Canadian Mounted Police (RCMP)". The book says "RCMP/CAFC" throughout. CAFC is the Canada Firearms Centre.

This page describes the book. It does not teach it. If you want to study, the CFSC practice test is built for that, and the licence process around the course is at how to get a PAL in Canada. For a study method, see how to study for the hunter education exam.

How a student gets the handbook

A CFSC student ordinarily meets the handbook through the course. The RCMP routes registration through an instructor. The book describes itself as part of the course package. The safety courses page: "To register for a course, find a qualified instructor in your area." That link goes to the RCMP's instructor finder. The 2008 edition, page 24, adds that "all Canadian Firearm Safety Course instructors and examiners must be certified by the Chief Firearms Officer for the province or territory in which you are taking the course."

Here's where the sourcing stops. Two things are not published on rcmp.ca. Whether the instructor hands out a printed copy, and whether the course fee includes it. Ask the provider. The free PDF above means nobody is waiting on a book to start reading.

The modules in the CFSC manual

The 5th edition has an introduction and eleven numbered modules. The titles below are exactly as its table of contents names them, and the page numbers are the book's own. The 2008 edition used nine sections and eleven appendixes instead.

The legal material, such as the classes of firearms and the storage and transport rules, is named here and taught nowhere on this site. That is the handbook's job, and the instructor's.

How the manual relates to the written and practical tests

The manual is the study text for the CFSC's two examinations. The book states that itself in the 5th edition, page 19: "The Canadian Firearms Safety Course consists of two parts. One is classroom instruction. The other is learning the material in this handbook. There will be both written and practical examinations. Passing them will demonstrate the knowledge and skills you have gained in the course. Live firing exercises, however, are not offered as part of this course."

The RCMP's safety courses page says the same from the outside: "After the in-class instruction, you will do both a written and a practical test." The 2008 edition also drew one boundary around what is testable, in its Appendix A: "These appendixes are provided for general information purposes only. The information contained in this section may be additional to that contained in the course. Information contained in this section will not form part of the written or practical tests."

The pass mark, the number of written questions, and the length of the practical are not published. Not on the RCMP's safety courses page, and not in the handbook's introduction. So they aren't stated here. The CFSC practice test is written to the sections above.

What is the CRFSC manual?

The CRFSC manual is the separate handbook for the Canadian Restricted Firearms Safety Course. It sits one record over in the same catalogue as "Canadian restricted firearms safety course : student handbook / Issued by the Canada Firearms Centre.", catalogue number "PS99-2/1-2008E-PDF", "212 p.", "4th ed.", 2008. In 2014 the 5th edition PDF carries it as a second part, and the CFSC introduction mentions it once: "Individuals who wish to acquire restricted firearms must also pass the Canadian Restricted Firearms Safety Course tests." Named, and left there.
